Hundred Mayor to Return to Office

By Ed Parsons - Editor | Aug 26, 2026

Hundred Council persons Alicia Bragg and Joey McGlumphy listen as city Attorney Taylor Potts speaks about parliamentary rules.

Several items were on the Hundred town council agenda on Monday evening, August 17, 2026, however the meeting was without a Mayor, so council person Alicia Bragg chaired the meeting, declared a forum and called it to order. Those present included council members Johanna Lemasters, Joey McGlumphy, Patricia Plyler, and Alicia Bragg. Also in attendance was Office Manager/Clerk Hattie Massey, Legal Counsel Taylor Potts, Police Chief/Sgt-at-Arms Josh Cecil, Fire Chief Tom Powell.

Council person Bragg moved to general business on the agenda and called for a motion to approve the agenda. Council person McGlumphy made the motion and council person Lemasters seconded. The motion was unanimous in favor.

Also unanimously approved was waiving the reading to the July 6 and August 10 meeting minutes. A motion to approve the paying of bills was unanimously approved as well.

Fire chief Tom Powell reported they have been very busy, he added they are also redoing the parking lot and preparing to maybe have some music nights at the amphitheater. Police Chief Cecil stated they are looking at some complaints, and he will have more on that later. He also gave an update on some repair work to the Ford Taurus.

Tabled for a second time until they have the necessary paperwork was Resolution No. 2026-05, A resolution establishing monthly financial reporting standards, accountability compliances procedures, and internal accounting controls for the Town of Hundred.

Under old business, it was reported that the 2026 grant WVLTAP, Mayor Goff worked on with Sam Richardson was denied.

Agenda item employee salary and hours worked was tabled. Also an update on annexation was moved to the September Meeting.

Unfinished business was discussed and it was stated that the beautification project that was awarded by the EQT Foundation resulted in a zero turn mower, which the maintenance department likes.

Discussion was held on the need for a new town truck. Council is looking at grants or any help they can get to make it happen. It was stated the garbage truck AC was fixed and the side by side has new tires. The side-by-side still needs some repairs.

It was mentioned that the town needs a business license to get started with bingo. Clerk Massey is to look into getting it.

The town received the deed to the Masonic Lodge building. It was sold to them for $1. Council is looking into a Pine tree at the Henry Church building and a wall that’s fallen down by Joe Hostutler property.

Council stated all decisions by the maintenance department must be approved by council, up to $200 per month. Discussion was held on holding town hall meetings for community involvement. The item was tabled.

Jason Sleeth presented council details on his plans for community usage of the weight room and equipment. He stated he would like for council to explore grants or other avenues to purchase new cardio machines, exercise equipment and redoing the inside of the old weight room for community use, including the handicapped and elderly. He believes it could be a nice community addition. Council agreed, and the idea was tabled until the next meeting.

Council agreed to check on a request by Richard Hayes to fix pot holes on his street.

The due date for the Final Budget Revision was July 15, 2026. Recorder Massey stated she would call the Auditors Office this week.

Council then took up the topic of officially returning Mayor Charles R. Goff, Jr. “Chip” to his position as Mayor. Goff had been on a 90 day mutual agreed upon leave from his Mayor position due to a medical condition suffered from an earlier industrial accident.

Goff presided over the August 10, 2026 meeting against the advice of town counsel Taylor Potts. At that time Goff stated he was the elected Mayor of the town, and his medical leave was over. He cited that under municipal law and the town’s charter he would be presiding over the meeting. He also announced at the meeting that Becky Goff had presented her signed resignation effective on August 10.

Neither Mayor Goff or Recorder Becky Goff were in attendance at the August 17 meeting, however, both Mayor Goff and Recorder Goff presented letters to the town attorney asking that he read them in an open forum at the meeting. However, legal counsel for the community Taylor Potts decided not to read the letters openly with the council and others present, stating he didn’t feel there was a need to read the letters as they mention names and he felt that might be counter productive as to what they are trying to accomplish in the town.

On advice from Attorney Potts council agreed that Mayor Goff was officially re-elected to the position following the May 2026 town election and there was no medical evidence that he wasn’t capable of fulfilling his duties as Mayor. It was also stated that there was no medical evidence that he was capable either. With no motion or vote needed it was the consensus of the council that Mayor Goff be officially re-instated as Mayor of Hundred, WV.

The Council then voted unanimously to accept the resignation letter received from Recorder Goff at the August 10 meeting and remove her from all town accounts. There was no explanation for the reason behind her resignation.

The meeting was adjourned. The next regular scheduled meeting of Hundred Town Council will be September 8, at 6 pm.
