London Sentenced To 20-40 Years

Robert Brad London, 36, was sentenced today in Wetzel County Circuit Court by the Honorable Judge Jeffery D. Cramer for two counts of sexual abuse by a custodian. For each count, Cramer imposed the maximum sentence of 10-20 years in the West Virginia Penitentiary for Men. The sentences were ordered to be run consecutively, for an effective sentence of 20-40 years. Included in the sentence would be a recommendation by Judge Cramer that London serve the entire 40 years with no parole and that he be placed on 50 years supervised probation upon his release.

“I want to reiterate that I’m not guilty,” London said. “I’m asking for mercy from you, Judge. The reason I took this deal is because of the offered plea of no contest. I’m not saying I’m guilty.”

“I want to get this time behind me, so I could spend time with my mom and kids,” London pleaded. He added that he thought there was a good chance for him to spent 10 years in prison “and come out with a fresh start.”

London said he would “never do something this sick and nasty.”

“Please show me favor, Judge,” he said. “I can still make a positive difference in the world with my family. I’m going to do the drug and alcohol program while in prison and other programs to try and make myself better, and I would just ask that you please give me a chance. I promise you won’t regret it. Thank you for letting me speak.”

“Mr. London, the court is not persuaded by your statements here today,” Cramer said. You stand before the court guilty, convicted of two counts of sexual abuse by a custodian. For whatever reason, you pleaded guilty to those. You stand guilty, and quite frankly the court believes you’re guilty. I’m not going to belabor the point.”

Cramer continued, “Mr. Paul said he felt that you were one rung below the sex offender I sentenced last week. I think you are standing on the same steps. To that end, you’re going to be sentenced on count three to not less than 10 nor more than 20 years in the West Virginia Division of Corrections. To count four, not less than 10 nor more than 20 years in the WV Division of Corrections. Those sentences will run consecutively to one another for a total sentence of not less than 20 nor more than 40 years.”

Cramer ordered that after prison, London be sentenced to 50 years of supervised probation. He is also to immediately register as a sex offender and maintain that registration for the remainder of his life.

London is also to have no contact with the victim and pay the cost of counseling for the victim.

Cramer also included in the order that London serve all 40 years. He said he understood that his recommendation was no binding on the parole board, “but that’s going to be in the court’s order for somebody to take a look at this case a little closer in 20 years.”

London pleaded guilty on Monday, April 18 to the two counts.

He was originally charged by the January 2016 Grand Jury with 14 counts of sexual offenses.

Count one charged London with display of obscene matter to a minor, to have occurred between September 18, 2009 and September 18, 2011.

Counts two, five, eight, and 11 charged London with sexual assault in the first degree, to have occurred between September 18, 2009 and September 18, 2011.

Counts three, six, nine, and 12 charged London with sexual abuse, to have occurred between September 18, 2009 and September 18, 2011. Count 14 charged sexual abuse, alleged to have occurred between February 1, 2015 and February 31, 2015.

Counts four, seven, 10, and 13 charged him with incest, to have occurred between September 18, 2009 and September 18, 2011.
