Chiselfinger Bid Comes In Lower Than Expected
On May 16 the Wetzel County PSD No. 1 opened bids for a new waterline extension project for the areas of Chiselfinger Ridge, Sandy Knob, Eight Mile Road, Richwood Run, and State Run Road.
There were 10 bidders for the water line and two bidders for the new storage tank. The apparent low bidder in the amount of $1,799,812.48 for the waterline contract, number one, was Dan’s Marine Service of Grafton, W.Va. Contract two’s apparent low bidder for the construction of the new storage tank was Welding Inc. of Charleston, W.Va., for $292,400.
The next two lowest bidders for contract one was Stonegate Construction of Belpre, Ohio, for $1,922,460 and Litman Excavating of New Martinsville for $2,037,932.90.
The second bid for tank construction was Mid-Atlantic Storage Systems of Washington Courthouse, Ohio, at a bid of $339,800.
The project will provide water to nearly 85 households in the areas. There are approximately 76,812 feet of waterlines, a 64,000 gallon storage tank, two pumping stations, and telemetry controls to be constructed.
The project has a cost estimate of $3.648 million. It is being funded by an Rural Utilities Service grant of just over $1 million, Small Cities Grant of $1.5 million and Infrastructure and Jobs Development Council loan $1.144 million.
Once bids are tabulated and confirmed, the loan closing will be held and the bids awarded. Construction should begin in mid- to late-July.
Surprisingly the bids came in significantly under estimates, at just under $2.1 million, and the PSD is looking to add to the project. The area being considered is the Piney Run area near Galmish. Once preliminary engineering is complete and enough residents show an interest for the service in the area, a determination to expand into the area will be made.
