Judge Wilson Presides Over Criminal Cases In Wetzel Circuit Court

Wetzel County Circuit Court Judge Richard Wilson presided over several criminal hearings related to drugs, theft and more on June 24 in New Martinsville.

Wilson set a return hearing for Keshawn Antonio Creighton of Wheeling for 9:15 a.m. July 9 for consideration of a plea. Creighton is charged with the alleged felony offense of fraudulent schemes between Aug. 25, 2024, and Oct. 1, 2024. According to the one-count indictment, Creighton, representing himself as manager of Anytime Fitness in Wetzel County, allegedly deprived 11 individuals of cash by advising them that the gym had a “promotional deal” for a membership for a specific time period at a substantially lower price, and told them he could only accept cash because the gym’s card reader was not working. The individuals provided the cash though Creighton allegedly knew there was no such promotional deal and kept the money for his personal use, accumulating $1,300.49. His attorney is Andy Mendelson and Wetzel County Prosecutor Timothy Haught represents the state.

Christopher Michael Morgan of Burton appeared and Wilson set a return hearing for 9:45 a.m. July 9 for consideration of plea. Burton is facing two counts; one for driving while revoked for DUI third of subsequent offense and the other for fleeing from a law enforcement officer. Both allegedly occurred on or about April 13, 2025. Mendelson is his attorney and Haught is prosecuting the case.

Wilson set a return hearing for 9:15 a.m. July 8 for Lisa Lynne Ramsey of Akron, Ohio, for consideration of a plea. Ramsey is facing a three-count indictment for alleged possession of a controlled substances, methamphetamine, with intent to deliver; possession of a controlled narcotic substance, cocaine base, with intent to deliver; and possession of a controlled substance, marijuana, with intent to deliver, all on or about Dec. 9, 2024. Mendelson is her attorney and Haught represents the state.

Ryan Douglas Rouze of Denver, Colo., appeared and Wilson set a return hearing for 9:45 a.m. July 8 for consideration of a plea. Rouze is facing a three-count indictment including one count of alleged fleeing in a vehicle from an officer while DUI; one count of alleged DUI alcohol third offense; and one count of alleged driving while revoked for DUI third or subsequent offense, all on or about Jan. 23, 2025. Mendelson is his attorney. Haught is prosecuting the case.

Kyle Anthony Rice of New Martinsville is set to appear before Wilson again at 10:15 a.m. July 8 for consideration of a plea. Rice is facing an eight-count indictment including: one count of grand larceny for allegedly stealing tools, chainsaw, hedge trimmers and a Honda side by side between Oct. 16, 2024, and Nov. 5, 2024; one count of grand larceny for allegedly stealing a Polaris side by side and an “old timer knife” on or about Nov. 24, 2024; one count of entry of a building other than a dwelling for allegedly entered a garage that belongs to another man; one count of fleeing in a vehicle from an officer, showing reckless indifference for allegedly fleeing from an officer on a Polaris side by side on Paden Fork Road, driving at high rates of speed and nearly colliding with an ambulance on or about Nov. 24, 2024; one count of attempted grand larceny for allegedly stealing a 2002 Chevrolet Silverado belonging to another man on or about Nov. 24, 2024; one count of grand larceny for allegedly stealing a 2023 Yamaha R Max side by side on or about Nov. 24, 2024; one count of felony destruction of property for allegedly destroying a 2023 Yamaha R Max side by side on or about Nov. 24, 2025; and one count of fleeing on foot from an officer for allegedly fleeing from an officer who was trying to lawfully detain him. Haught is prosecuting the case. Mendelson is Rice’s attorney.

Billy Joe Barnette of New Martinsville appeared for a pretrial hearing. Wilson set a return hearing for 10:45 a.m. July 8 for a status or possible plea.

Barnette is charged with alleged failure to update sex offender registry information on or before March 15, 2025. According to the one-count indictment, Barnette, who is required to register as a sex offender for life, allegedly knowingly failed to provide a change in any required information. He allegedly failed or refused to report a change to the West Virginia State Police from his registered address in New Martinsville to his new address at 156 Burlington Road, New Martinsville. His attorney is Roger Curry. Haught is prosecuting the case.

James Ryan Debolt of New Freeport, Pa., appeared for a pre-trial hearing. Wilson set a trial date of 9 a.m. Sept. 5; however, Haught said there was a “good chance” the case would be resolved by that date. Debolt is charged with the offense of felony burglary between April 2 and 4, 2024. According to the indictment, Debolt allegedly entered a property on Rock Camp Road with the intention to commit larceny. In count two of the indictment, Debolt is charged with grand larceny for allegedly stealing goods worth more than $1,000 including power tools, a revolver, two shotguns and an ATV. Curry is his attorney.

Crystal Lynne Glik appeared before Wilson. He set a trial date of 9 a.m. Aug. 21. She is facing a one-count indictment for the alleged felony offense possession of a controlled substance, methamphetamine, with intent to deliver occurring on or about March 18, 2025. Haught is prosecuting the case. Joe Munoz is her attorney.

Wilson set a return hearing for Carl Henry Haught Jr., 46, of Smithfield, W.Va., at 11 a.m. July 8. Haught is facing a 10-count felony indictment related to alleged sexual crimes against a child including three counts of sexual abuse in the first degree for allegedly touching the minor’s breasts through her clothing with his hands; three counts of sexual abuse by a custodian for allegedly touching the minor’s breasts through her clothing with his hands; one count of display to minor obscene matter for allegedly showing the minor a video of two adults engaged in sexually explicit conduct; one count of sexual abuse in the first degree for allegedly touching the minor’s buttocks through her clothing with his hands; one count of sexual abuse by a custodian for allegedly touching the minor’s buttocks through her clothing with his hands; and one count of soliciting a minor by means other than via a computer for allegedly asking if the minor “wanted to have some fun” after allegedly touching the child’s breasts with his hands. The alleged crimes occurred during the months of July 2024 and September 2024. White is his attorney. Wetzel County Assistant Prosecutor Justin Craft is prosecuting the case.

Myron Hoyt Helmick waived his right to a speedy trial during the current term of court. Wilson set a return hearing date of 10 a.m. Sept. 23. He remains under supervised bond.

Mark McCoy Haverty of Davis, W.Va., appeared for a pretrial hearing. Wilson set a return hearing for 11:30 a.m. July 8 for a plea offer. Haverty is charged with allegedly fleeing in a vehicle from an officer, showing reckless indifference. Haverty allegedly fled in a Ford F-150 Raptor on W.Va. 20 from Wetzel County Sheriff’s Department Detective Gary Glasscock, who had activated his lights and siren in an attempt to stop the vehicle. Haverty allegedly showed reckless indifference to the safety of others by driving at high rates of speed, passing vehicles in no-passing zones. White is his attorney. Haught is prosecuting the case.

Wilson set a return hearing for Shasta Nicole Jones, 28, of Sistersville at 11:45 a.m. July 8. Discussions regarding a plea deal are ongoing. Jones is facing charges related to allegedly transporting drugs. The six-count indictment includes one count of conspiracy to transport controlled narcotic substances, fentanyl, into the state for allegedly transporting the drugs from Pennsylvania into West Virginia; one count of transporting controlled narcotic substances, fentanyl, into the state; one count of conspiracy to transport controlled narcotic substances, heroin, into the state; one count of transporting controlled narcotic substances, heroin, into the state; one count of possession of a controlled narcotic substance, fentanyl, with intent to deliver; and one count of possession of a controlled narcotic substance, heroin, with intent to deliver. Michael Baum is her attorney. Haught is prosecuting the case.

Kayla Amanda Quinn appeared before Wilson, who set a return hearing for 1:15 p.m. July 8. It was noted a plea agreement has been reached. Quinn is facing an 18-count indictment alleging fraudulent use of an access device. It alleges Quinn used a woman’s bank card without permission to make purchases at various businesses across Wetzel County. Curry is her attorney. Haught represents the state.

Timothy Scott Shannon II, 42, of Paden City appeared for a pretrial hearing. Wilson set a trial date for 8:30 a.m. Aug. 11. Shannon is facing an eight-count indictment related to transporting and possession of drugs such as heroin, fentanyl and xylazine. All allegedly occurred on or about July 17, 2024, and on or about Dec. 27, 2024. Haught is prosecuting the case. White is Shannon’s attorney.
