Judge Cramer Hears Forty-two Matters in Wetzel County Circuit Court
The Honorable Judge Jeffrey D. Cramer, Chief Judge of the Second Judicial Circuit, presided over a full docket of criminal matters in Wetzel County Circuit Court on the morning of Thursday, January 26, 2023.
Andrew Bradley Efaw, age 32, with address listed at 213 Park Drive, Mannington, WV, appeared in custody before the Court for arraignment. Mr. Efaw was represented by Attorney Kevin Neiswonger of the Moundsville law firm of Neiswonger & White. The State of West Virginia was represented by Wetzel County Prosecuting Attorney Timothy Haught. Mr. Efaw was indicted by a Wetzel County Grand Jury during the May 2022 term on one felony count of Grand Larceny, one misdemeanor count of Attempted Petit Larceny, and one felony count of Third or Subsequent Offense of Driving Revoked for DUI. Not guilty pleas were entered on all charges and Defense Attorney Neiswonger requested Discovery. The Court established a schedule for discovery activities and set Thursday, March 2, 2023, at 9:00 AM for a return to court. Mr. Efaw was remanded.
Harold Vaughn Jones, Jr., age 43, with address listed at 360 Virginia Street, New Martinsville, WV, appeared before the Court for a status hearing. Mr. Jonesá counsel was absent as was the Guardian ad Litem in the case. Wetzel County Assistant Prosecuting Attorney Justin Craft was present to represent the State. Mr. Jones was indicted by a Wetzel County Grand Jury during the January 2022 term on a ten count felony indictment: one count of Sexual Assault in the Second Degree, four counts of Sexual Abuse in the First Degree, and five counts of Sexual Abuse by a Person in a Position of Trust to a Child. Mr. Jones pled not guilty to all counts at the January 27, 2022, arraignment. In mid-December 2022, Mr. Jones had waived his right to a trial during that term of court, which ended on Tuesday, January 10, 2023. At the Thursday, January 26, 2023, hearing, the Court passed the matter. Mr. Jonesà bond was continued.
John Joseph Hopkins, age 36, with address listed at 742 Maple Avenue, New Martinsville, WV, appeared in custody before the Court for a status hearing. Mr. Hopkins was represented by Attorney Howard Klatt of the Klatt Law Offices of Wheeling. The State of West Virginia was represented by Wetzel County Assistant Prosecuting Attorney Justin Craft. Mr. Hopkins was indicted by a Wetzel County Grand Jury during the May 2022 term on a one count felony indictment of Sexual Abuse in the First Degree. Zachary Taylor Kile, age 36, with address listed at 113 Springdale Street, Sistersville, WV, appeared before the Court for a status hearing. Mr. Kile was represented by Attorney Dustin N. At the Thursday, January 26, 2023, hearing, Prosecutor Haught stated the discovery process is complete except for the procurement of counseling records of the alleged victim, if such records exist. Additionally, Prosecutor Haught requested a suppression hearing and a voluntariness hearing be scheduled. The Court scheduled a hearing for both matters to be taken up on Friday, February 17, 2023, at 9:00 AM. Additionally, the Court scheduled a tentative trial date of Monday, February 27, at 9:00 AM. Mr. Kileás bond was continued.
Rickey Dean Fuller-Gilliland, age 23, with addresses listed at 1149 FM 2123, Paradise, Texas, and 109 Caster Avenue, Donora, Pennsylvania, appeared in custody before the Court for a status hearing. Mr. Fuller-Gilliland was represented by Attorney Roger Curry of the Public Defender Corporation (PDC). The State was represented by Wetzel County Assistant Prosecutor Justin Craft. Robert Steven Glendenning, Jr., age 51, with address listed at 41757 Long Ridge Road, Clarington, Ohio, was called before the Court. A Capias had been issued for Mr. Glendenning by Wetzel County Circuit Court in early October of 2022 and that Capias was continued by the Court at the Thursday, January 26, 2023, hearing.
Hunter Cole Quinif, age 19, with address listed at 201 Park Avenue, Middlebourne, WV, appeared before the Court for a status hearing. Timothy John Judge, age 36, with address listed at 1810 Tyler Highway, Sistersville,WV, appeared before the Court for a status hearing. Mr. Judge was represented by Attorney Roger Curry of the PDC. Jonathon Casey Efaw, age 31, with address listed at 318 Rose Street, Apartment 1, Mannington, WV, was called before the Court for a status hearing. Attorney Roger Curry of the PDC was present to represent Mr. Efaw. Wetzel County Prosecutor Timothy Haught was present to represent the State.
Mr. Efaw was not present, and Prosecutor Haught stated Mr. Efaw is currently enrolled in a rehabilitation program at a West Virginia Recovery Point facility. Mr. Efaw was indicted by a Wetzel County Grand Jury during the May 2022 term on a three count indictment: one count of Grand Larceny and two counts of Conspiracy to Commit Grand Larceny. At a Wednesday, December 7, 2022, hearing in Wetzel County Circuit Court, Mr. Efaw pled guilty to the Grand Larceny charge with the two conspiracy charges to be dismissed with prejudice. Additionally, Mr. Efaw is required to pay restitution to the victim and pay all court costs, the costs of prosecution, and the costs of court appointed counsel. The sentencing is to be deferred until Mr. Efawás completion of the Recovery Point rehabilitation program. An additional element of the matter is that Mr. Efaw is also involved in another plea arrangement in another West Virginia Circuit Court. Prosecutor Haught asked the matter be passed. Judge Cramer set Monday, March 13, 2023, at 1:00 PM for a return to court.
William Harold Angus, III, age 37, with address listed at 828 Johnson Street, New Martinsville, WV, appeared before the Court for arraignment. The name of George Herbert Beale, III, age 46, with address listed at 4038 Hornet Highway, Hundred, WV, and more recently the Huttonsville Correctional Center, appeared on the docket for a status of psychological evaluation.
