City Council Addresses Employee Light Duty
Chairperson Iris Isaacs convened committee #1 to address four issues before the city. All but Councilman Joel Potts was present for the committee meeting. The anticipated number of visitors made space a question so the meeting was held in the main Council Chambers.
First item on the agenda was discussion of a policy on light duty for injured employees. It currently is addressed differently in each of the cityás department. Wanting uniformity the committee discussed issues in dealing with the problem. After discussion it was proposed that a policy be drawn up using the following guidelines. First: Both the department supervisor and department chair need to approve the light duty request. Second: There should be an established time period for the light-duty to be in effect. Third: A list of jobs or work will be established to help supervisors understand lightduty work guidelines. Fourth: Any work related injury must be reported to supervisor. Finally: A document requesting light duty for employee must be given at the time of request.
In addition to the above requirements for light duty, a physician will be asked to be available to answer any question concerning a medical condition in relation to possible light-duty work.
Second item on the agenda was a discussion on the overtime and holiday pay policy. In order to keep pay for employees equal and fair, the committee is looking to establish a written policy covering the holidays and overtime. The discussion included that each department was using its own guidelines for pay. It was also noted that shift workers, such as the police force are not affected by this policy. Day workers require a different set of guidelines. One item complicating the situation is the fact if a holiday falls on a Saturday or Sunday, it is observed on the Friday or Monday adjacent to the holiday.
The goal of the policy is to bring inline all departments so each employee is compensated according to the same guidelines in all city jobs.
Next Item for discussion was the policy to pay for police certification. A question was asked what certifications are in line with city policy for officers. After a brief discussion it was established that four required certifications would be paid for by the city.
Last on the mornings agenda was a request from Beverly Gibbs for guidence from council as to her job. At present she is working as part time employee writing grants and following projects. In the course of her part time work, more requests are being made of her to look into finding moneys. Mrs. Gibbs wanted direction to help her fullfill the part time job that council appointed her to do.
