Samuel L. Spencer and Natasha L. Burns

On Monday the Pennsylvania State Police arrested two suspects for the murder of three in a house fire in Littleton on Jan. 14.

Samuel L. Spencer, 25, and Natasha L. Burns, 26, both of 420 W. Roy Furman Highway, Wind Ridge, Pa., were arrested on three counts of first degree murder. They are being held in the Greene County Jail as they await extradition proceedings which are scheduled to take place on Monday at 1 p.m.

The arrest warrants were obtained by Corporal W. D. Henderson of the Hundred Detachment of the West Virginia State Police, after he established probable cause through interviews, video surveillance, and physical evidence.

The victims in the case were Carmen McDougal, 55, and Michael McDougal, 63, who resided at the house at Box 297, Cliff Run Road, in Littleton. The third victim was Jimmy Kisner, 48, of Aleppo, Pa.

According to the Observer-Reporter in Greene County, Spencer allegedly told an acquaintance, “I told you I would get them back.”

When WVSP Sergeant J. E. Shriver and other first responders arrived on the scene of the incident on Jan. 14, the residence was found to be fully engulfed in flames.

These arrests were made possible as a result of the cooperation among the West Virginia State Police, the Federal Bureau of Investigation, and the Pennsylvania State Police.

Wetzel County Prosecutor Timothy Haught added that an arrest warrant is not evidence of guilt. It is merely an allegation. All defendants are presumed innocent until proven guilty in a court of law.
