Paden City Approves Sewer Rate, Deposit Increases

At their meeting Monday night, Paden City Council adopted ordinances to increase rates, tolls, deposits, and charges for furnishing sewer service and deposits for water service to 1,350 customers in Paden City in Wetzel and Tyler counties.

The proposed 14 percent sewer increased rates and charges will become effective Sept. 1, 2014, and Sept. 1, 2015, unless otherwise ordered by the Public Service Commission and will produce approximately $68,271.00 annually in additional revenue, an increase of 28 percent over the next two years. The average monthly bill for the various classes of customers will be charged as follows, listed as the Sept. 1, 2014 increase, Sept. 1, 2015 increase: residential, $35.71, $40.09; commercial, $40.57, $45.56.

Metered industrial rates: first 5,000 gallons, $6.76 per 1,000 gal., $7.59 per 1,000 gal.; next 5,000 gal., $5.84 per 1,000 gal., $6.55 per 1,000 gal.; next 30,000 gal., $4.50 per 1,000 gal., $5.06 per 1,000 gal.; next 30,000 gal., $3.86 per 1,000 gal. $4.33 per 1,000 gal.; next 30,000 gal. $3.35 per 1,000 gal. $3.76 per 1,000 gal.;next 100,000 gal. $2.23 per 1,000 gal. $2.50 per 1,000 gal.; next 200,000 gal. $1.80 per 1,000 gal. $2.02 per 1,000 gal.

Industrial metered rates: 5/8 inch meter, $30.38, $34.11; 3/4 inch meter, $42.80, $48.05; 1 inch meter, $73.19, $82.18; 2 inch meter, $319.82, $359.09.

Deposit: All new applicants for sewer service will be required to pay 2/12, or two months, of the annual charge for sewer.

No increase in rates will be taken for water service. However, the city is implementing a water deposit for water utilities effective Sept. 1. All new applicants for water service will be required to pay 2/12, or two months, of the annual charge for water.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increase or decrease) by the Public Service Commission in its review of this filing. The commission shall review and approve or modify the increased rates only upon the filing of a petition within 30 days of the adoption of the ordinance changing said rates or charges by:

1. Any customer aggrieved by the changed rates or charges who presents to the Commission a Petition signed by not less than 25 percent of the customers served by such municipally operated public utility; or

2. Any customer who is served by a municipally operated public utility and who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the commission a petition alleging discrimination between customer within and without the municipal boundaries. Said petition shall be accompanied by evidence of discrimination; or

3. Any customer or group of customers who are affected by said change in rates who reside within the municipal boundaries and who present a petition to the commission alleging discrimination between said customer or group of customers and other customers of the municipal utility. Said petition shall be accompanied by evidence of discrimination.

A complete copy of the proposed rates, as well as a representative of the utility to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at Paden City Municipal Building.
