I have been asked to submit the following article as board chair of the Wetzel County Board of Emergency Food and Shelter Program.

Subject: Status of Phase 29—Funding for fiscal year 2011.

As of March 2, 2011 the federal government will continue operating under a continuing resolution through March 18, 2011. No appropriations bill has been passed. As a result the Emergency Food and Shelter Program does not yet have funds available to support grants for fiscal year 2011. Congress will continue negotiations for an appropriation bill in the coming weeks. If and when Emergency Food and Shelter Program funding becomes available, award notices will be sent to qualifying local boards and state set aside committees. When and if funding becomes available, the National Board cannot guarantee any specific jurisdictions will qualify for funds or guarantee any particular level of funding.

In the event that monies should become available, a notice will be printed in the Wetzel Chronicle. The Emergency Food and Shelter Program serves several organizations in Wetzel County including food pantries, soup kitchens, and community services which help with rent and utilities.

Local agencies eligible to receive any funding must be private, voluntary, non-profits, or units of government; have an accounting system; practice non-discrimination; demonstrate the capability to deliver emergency food and/or shelter programs; and have a voluntary board.

The loss of these monies will surely hurt our county.
