how could someone be in the 9th grade and not be able to read and write well? How many other students are in a similar position in Wetzel County? Federal funds go to the schools and someone needs to look at this as fraud.Reform is needed.Felonies are committed here and no prosecution?

someone can be in the 9th grade and not know how to read or write because its wetzel county. if you are a displine problem in school they simply keep passing you on to the next grade so they dont have to deal with them.unfortunately i know way to many people who can barely read or write that was in this school system.its disgusting
